4.4.2.3. The primary reference is the Sea Scout Manual

The first of the two exceptions. Where the Scouts BSA topic sends board members to the Scouts BSA Handbook and its companions, a Sea Scout board works from the Sea Scout Manual.

Tip. Practical version: put the Sea Scout Manual on the table, not the Scouts BSA Handbook. The board is asking about a rank whose requirements are published in the former, and a board working from the wrong reference asks the wrong questions in good faith.
