A follow-up letter must be sent promptly to a candidate of any rank who is turned down, setting out actions that may lead to advancement and explaining the appeal procedures. Copies go to the council's appeals coordinator, advancement chair and staff advisor, and the council keeps one.

A follow-up letter must be sent promptly to a candidate of any rank who is turned down, must say what could lead to advancement, and must explain the appeal procedures.
