Two people, one of them a crew member. That is the whole of the approval for a Summit service project, and there is no stage after it before work may begin.

Tip. Two people: the crew Advisor and a designated crew member. Note that the second is a crew member rather than an adult. This is a youth-led program and the approval reflects it.
