It should be rare that a project acceptable to a beneficiary and to the crew Advisor would be rejected by a board of review.

Note. The Guide sets the expectation deliberately low. A board of review that regularly rejects projects the beneficiary and the Advisor both accepted has misunderstood its role, and the board procedure itself is at 8.0.5.0.
