10.1.2.6. Individual merit badge requirements are never modified

They may not be modified or substituted, for anybody. Open-minded flexibility and accommodations do apply to individual requirements; alternative requirements do not. The Guide says in terms that topics 10.1.2.4 and 10.1.2.5 do not apply to merit badge requirements.

Warning. Scouts with special needs must complete all merit badge requirements as written. No substitutions for individual requirements are allowed. Flexibility and accommodations still apply; alternative requirements do not.
