Answering these takes the parts that are not for you out of Rowing Merit Badge. Nothing is required, nothing is kept on the server, and nothing is ever hidden because a question went unanswered. A step that might apply to you stays on the list and is marked.

Requirement 4: boat handling, or a competitive meet?

ONE of two, and they are an afternoon and a season. Handling is launch, row, backwater, land and five knots, in either kind of rowboat. The meet needs a team, at least ten hours of practice beforehand, and two or more teams with DIFFERENT sponsors racing. Note that choosing the meet excuses you from nothing: requirements 5, 6 and 7 are still boat work.

Requirement 5: fixed-seat with a passenger, or sliding-seat with a buddy?

ONE of two, and what decides it is which boat you can get near. Camps and liveries mostly have fixed-seat rowboats; rowing clubs mostly have sliding-seat. Settle this before planning requirement 4(a), because that is done in either kind and there is no reason to arrange two boats.
