Service project work for ranks other than Eagle clearly calls for participation only. Planning, development or leadership must not be required. Those belong to the Eagle project and to nothing below it.
Notes and warnings
Warning. The single most common overreach below Eagle. A unit that asks a Second Class Scout to plan and lead a service project has added a requirement the Guide expressly says must not be required. Eagle projects call for planning, development and leadership; nothing below does.
