Nobody else — not the unit, not a leader. Tenderfoot, Second Class and First Class decisions are not appealable at all. Star and Life may be appealed to the local council. Only Eagle goes to the National Council.

Warning. Adverse decisions for Tenderfoot, Second Class and First Class are not appealable. Star and Life may be appealed to the local council, where the National Program Committee is available for advice only. The National Council reviews appeals for the Eagle Scout rank alone.
