Boards are meant to be face to face. Videoconferencing is for the rare case — communicable disease, college, the military, a very remote home — where it is unreasonable to expect long travel or a wait of several months.
Notes and warnings
Warning. Videoconference Eagle boards are a local council decision; other ranks may hold them without council approval. All members must be visible to the Scout and any observers visible to the members, nobody within hearing may be off camera, equipment must be tested beforehand, the Guide to Safe Scouting applies for Scouts under 18, and the review must not be recorded.
