This may not apply to you. You have not answered "Where did the advancement come from?" yet. Answer it and this step will either settle or drop off.

Verifying the last rank may mean producing advancement documentation, or having records updated, or having them transferred from another council. This is record keeping catching up with the Scout, not a condition placed on them.

Note. Records moving between councils is normal administration and can take time. Start it early rather than at the point a board of review is being scheduled, because the delay always lands on the Scout.
